The Issue Work permits training covers the skills and knowledge required to issue work permits. It covers an understanding of the permit system and the limitations of each permit and making decisions regarding the need for and correct use of each permit. The nationally accredited Issue Work Permits training course is designed for personnel who may be required to issue confined space entry permits, hot work permits, work at height permits or other workplace specific work permits. This unit of competency applies to personnel who are required to issue appropriate permits to work to persons conducting a variety of activities in workplace environments in which hazards exist or specific procedures need to be followed and monitored to protect the safety of personnel and the integrity of plant or process.

This course covers all the required information for personnel to select the most appropriate work permit, obtain all the work information (from a JHA, JSA or Risk Assessment) and issue the relevant permit to work.

Material Required

All material is supplied including trainees guide, workbook, resource materials, assessment paperwork and administrative documentation.

Entry Requirements

Basic verbal and written English communication skills sufficient to read material and understand instruction.

Participants are required to have general good health and fitness and any pre-existing medical conditions that will affect the training must be disclosed prior to attending.

Course Description

The Issue Work permits training covers the skills and knowledge required to issue work permits. It covers an understanding of the permit system and the limitations of each permit and making decisions regarding the need for and correct use of each permit.

Outcome

Upon Successful completion of this course, participants receive a statement of attainment for MSMPER300 – Issue Work Permits

MSMWHS201 – Conduct Hazard Analysis, and a wallet sized card outline the competencies attained.

The following items are covered during the conduct of the training:

Permit Legislative Requirements
Completing a review of the scope of work
Selecting the most appropriate permit for the work task
Liaising with the work team to review the JSA/Risk Assessment & document hazard controls on the work permit
Isolation procedures
Determining the appropriate conditions for the permit
Raising, authorising & issuing the necessary permit
Monitoring compliance with permit conditions and the JSA/Risk Assessment
Reporting any indiscretions or violations of permit conditions as required
Managing the permit process, e.g. extensions, handovers, changes etc.
Conditions or events that would require a permit to be revoked
Signing off work permits on completion of work
Ensuring that workplace procedures are complied with for the entire permit process

Issue Work Permits:

This competency teaches the skills and knowledge required to Issue Work Permits. A Permit to Work is a procedure, with a written permit form, which is used to authorize and control work activities with high risk hazards. The Permit to Work procedure:

Identifies the work to be completed
Ensures that all potential hazards associated with the work have been identified
Ensures that all potentially hazardous work is controlled and properly authorized
Ensures that all necessary safety procedures for controlling the risks are properly implemented while the work is being completed; and
Ensures that the work site is left in a safe condition when the work is completed or suspended

A Permit to Work, when effectively developed and implemented, serves as a checklist to ensure that all hazards, control measures, work procedures and general safe work requirements are identified, documented, reviewed and understood by the personnel who will be involved with the work activated. A Permit to Work provides a record of the authorization and completion of the hazardous work activities, the controls and authorization for the work.

Job safety analysis (JSA)
Job hazard analysis (JHA)
Job safety and environmental analysis (JSEA)
Safe work method statement (SWMS)

Hazard Analysis is the term applied to a logical and systematic method of establishing the context, identifying, analysing, evaluating, treating, monitoring and communicating risks associated with any activity, function or process in a way that will enable organizations to minimize losses and maximize opportunities.
